Pacific Island Communities Project

A research team led by Professor Alastair Pennycook from the Faculty of Arts and Social Sciences at the University of Technology, Sydney with the support of Families NSW, NSW DET and Connect Redfern developed and submitted an Australian Research Council Linkages proposal in November 2007 titled: Closing the gap – Implementing and evaluating the impact of an early literacy program in informal settings.

Although unsuccessful in that round, because the project was so highly rated by the ARC assessors, the UTS Research & Innovation Office in June 2008 offered the research team a one off UTS Partnership Bridging grant of $30,000. The offer was made on the basis that the team:

• developed a revised research plan for the one off project grant that drew on the ARC proposal;
• gained the support and matching funding of $30,000 from Families NSW as our key Research Partner in the project - by way of provision of revised details of the Partner Organisation cash and in-kind commitments to the Partnership Bridging project to our Research and Innovation Office;
• developed a new and strengthened ARC Linkages proposal together with its Research Partners to be submitted in either the November 2008 or April 2009 funding rounds.

Following the offer and discussions with the research team and Penny Church from Families NSW, a revised research plan was prepared. It was agreed the new project would take on only one part of the first stage of the ARC proposal and work with only Pacific Communities in informal settings in the year before children start school. A draft of the new Partnership Bridging project proposal entitled Closing the Gap in informal settings: Implementing and evaluating the impact of an early literacy program with Pacific communities was submitted for approval to Families NSW in July 2008.
